		<description>Yes.  It keeps going back and forth until both chambers agree to the same text.  Which is the current Republican plan and maybe the plan of a few Democrats.  Absent agreement on a reconciliation bill, the Senate bill is the final bill (for now).

And even if reconciliation passes, I expect more changes will come after the election on the cost side.  For now, no one in the (D) side is going to want to spend more capital on this.</description>

Unless, maybe, 40 Republicans run with 2 Democrats on the ballot, and the runoff has both Democrats.  For all intents and purposes, an impossible scenario.</description>
