A girl under a certain age who has sex voluntarily is a victim. A girl who is often brutally forced to have sex with strangers is a criminal. I just don't see the justice there. Maybe the bill has some flaws, but they can be fixed. I also don't think some of these folks have had any experience with the state's juvenile justice system. Our current approach is very flawed.
