		<description>I don&#039;t think a legislature could recall a senator, otherwise there would have been no reason to specify 6 year terms divided into 3 classes, or allow a governor to appoint one.  The legislature could simply appoint and recall the senators at their whim and have them serve whatever length of term they wanted.</description>

Essentially, the bailout was so unpopular that the State Legislature would feel the reverberations and axe the Senators who voted for it. So out of fear of being removed, the Senators would have note voted in favor of the bailout.</description>
