ramblinwreck is saying that if the Senators were not directly elected and could be recalled by State Legislatures at any time, the two Georgia Senators would not have voted for the bailout. Essentially, the bailout was so unpopular that the State Legislature would feel the reverberations and axe the Senators who voted for it. So out of fear of being removed, the Senators would have note voted in favor of the bailout.

Or, maybe he meant the 12th Amendment?
