I think you’ll find it to be the rule, not the exception.
About 10-15 years ago, Cobb was the only metro Atlanta county that had sirens (if memory serves). Some of the metro counties have added them over the last decade, but I haven’t seen numbers/names of who has them, who doesn’t.
Oh, and Cobb’s aren’t working perfectly, either. They didn’t go off here last night until the storm was right over Marietta, and they’ve been going off by themselves along Barrett Parkway during calm nights and sunny weather.
