I spoke with one of the GDOT heads about this. My thought has been that you could get far more use out of a regular lane being added instead of a truck lane or a HOV lane. He agreed but said that the environmentalists would never let that pass.

not that i would ever advocate doing things the way they do in jersey–it is worth noting that they have a separate limited access lane for trucks down the center of the turnpike that regular vehicles can access also (just not the other way around) which can be an advantage depending on traffic…

Atlanta has a rush hour problem. There is not a 11 AM need to toll an 18 wheeler.
There has to be a way to reduce the interstate 18 wheelers during rush hours.
What about congestion pricing for specific areas? Can there not be a toll for any lane on 285 between I-20 and I-75 between 7-9:30 AM and 4:00-6:30?
Somewhere in this world there are people who have implemented solutions to rush hour traffic.
