Make it easier to local water systems to quantify and resolve wate waste due to loss within the distribution system.  Options include: reline/repair/replace  leaking distribution systems.   Offer incentives, &#039;reduced cost&#039; quantification of water loss, etc. 

Fewer new  communites built on septic.  Developers must create waste collection stations and counties must fast track septic systems.  Since residential usage is 50% or so of total usage, and septic returns 0% water to the water system (or uses 200% over sewer), we need to encourage more sewerage. (Not a sexy topic, but critical.)

Encourage homebuilder to design grey-water systems, gutter runoff options, etc.  Currently, engineered run-off storage tanks are mandated for new development.  These  systems should be tapped for landscaping water.

Mandatory commode refits for school and govermental buildings.  

Transportation:  Tie any new cities into Regional Planning.  New municipalities often act against Regional Transportation, as the sovereign city, township, etc. can make Regional Planning and implementation more difficult and costly.</description>

Bogus statement for Gold Domers to be making since all reassessment formulae and guidelines that all city/county governments are REQUIRED to use are set by the STATE.

Just another reason to consider eliminating most functions and powers of the General Assembly.

Those guys have more balls than Xmas tree to be trying to point fingers at local government!</description>

I think we need to &lt;b&gt;  CONSERVE  &lt;/b&gt;  tightening requirements for shower heads, toilets and faucets in new commercial and residential buildings.
