Most of these types of political stunts trigger an administrative hearing that will lead to a ruling in matters of whether or not it is considered a contribution. If the tower had a banner or other campaign type advertisement medium displayed, then it would be an inkind contribution. Otherwise he is fine so far. This is otherwise considered a campaign event. So long as Corey owns the property and the event costs less than $1000, it will not be required to be disclosed nor will it go against Corey's contribution limits. Anything in excess of $1000 will go against the limit though. I know Dale lost all of his staff in the past 6 months...so he does not have any professional counsel in these regards.
