Couch’s cheerleading came as she also announced that the state attorney general had advised her the water plan cannot be presented as a rule, which is its current incarnation.
Instead, the plan’s policies – if approved by lawmakers – must be OK’d by the board of the Department of Natural Resources to become a rule.
