If the bill is well thought out and goes after those truly committing fraud and not those forgetting to dot their i's and t's, I expect the Democrats will support it. The penalty is certainly stiff enough. But I wonder if there are some people out there that have some ideas about how to enforce it. I would expect some amendments.
