The federal child welfare agency has fined Georgia $4.3 million for failing to adequately improve the way it protects children from abuse and finds homes for foster children.
The Administration for Children and Families, an arm of U.S. Health and Human Services Department, also penalized Georgia for not doing enough to involve the parents of children in the system and for not adequately providing for the physical and mental health of children.
Georgia child welfare officials say the penalty applies only to a review period from 2001 to 2004, and does not reflect the improved state of the system.
